If the "Tag List" app block does not appear in the theme editor, check the open template and theme compatibility in order. RuffRuff Product & Blog Tags supports product, collection, blog, and blog post templates.
The RuffRuff Product & Blog Tags app block appears on the following templates.

Limitation: The "Tag List" app block cannot be added to other templates, including the home page, landing pages, and search results pages.
RuffRuff Product & Blog Tags supports Online Store 2.0 themes. If you cannot add an app block in the theme editor, confirm that the theme supports Online Store 2.0.
Limitation: Online Store 1.0 themes are not supported.
If no applicable product or blog post exists, the theme editor may not be able to open the corresponding template.
